Khooni Bistar is about a mentally unstable man who rapes and kills girls every night. The police get a clue to who it is and try to catch him red handed with the help of his fiancé but are unable to do so.

The rest of the film is about how the police try and find ways to catch the killer and it is a kidnapping which finally helps.
