An innocent South Indian man, Satya (J.D. Chakravarthy), reaches the city of dreams, Mumbai, in search of a job and is arrested under false charges by a goon, Jagga. While serving his time, he meets Bhiku Mhatre (Manoj Bajpai) who helps Satya in his release from the prison and find accommodation. Mhatre, now working by himself was once a part of a gang lead by Bhau Thakurdas Jhawle, which also included another goon named Narayan.
When the team separated, Narayan formed a separate group which included his bag man Jagga, who is killed by Satya. After Jagga's murder, the two groups get into a gang fight. However both maintain relationship with Jhawle, who has now moved to politics. Amidst all this, Satya meets Vidya (Urmila Matondkar), an aspiring playback singer, who lives next door and, unaware of Satya's underworld connections, falls in love with him.
Meanwhile, Mhatre decides to take down Narayan but is instructed against it by Jhawle, considering its unfavorable consequence at the upcoming elections. Satya convinces Mhatre to ignore Jhawle and assassinate Narayan, thus making Mhatre the unobstructed ruler of the underworld. Here enters the new police commissioner Amodh Shukla (Paresh Rawal) and Inspector Khandilkar (Aditya Srivastava), who wish to track down Mhatre, Satya and their gang.

The hugely lopsided performance with blockbuster success in Maharashtra aided by tax exemption from week two. Fared very poorly in many circuits.
